Overview
Status: active animal-welfare policy issue.
USDA/APHIS policy permits ventilation shutdown plus (VSD+) under constrained emergency depopulation circumstances. The method seals animals in a building and can add heat or other measures; animal-welfare organizations argue that heat-based VSD+ causes prolonged suffering. USDA published an updated VSD+ policy in July 2026.
What changes this
This is not principally a “buy the animals out” case because outbreaks can involve enormous flocks under disease-control orders. The strongest direct levers are policy, reimbursement rules and deployment of faster higher-welfare emergency methods.
Seek changes to USDA indemnity/compensation rules so public money does not incentivize VSD+ where higher-welfare alternatives are feasible.
Fund equipment and research for faster emergency depopulation methods with lower welfare impacts.
Support farm-level emergency planning before outbreaks occur.
Track USDA/APHIS policy revisions and documented uses of VSD+.
QUA4U goal: measurable reduction and eventual elimination of heatstroke-based mass killing, with practical replacement capacity.
